Potential Implications of Higher Landfill Tax - The Circular Economy

Changes to landfill tax came into effect in April 2025 in England and Northern Ireland, with the standard rate increasing by 21% up to £126.15 per tonne and the lower rate by nearly 23% to £4.05 per tonne.

The question is will it promote more sustainable waste management practices and divert waste to other recovery/recycling options, as it is designed to do? Or will it be counter-productive and impact negatively on both households and businesses, at a time when companies are already struggling with increased operational costs?

Faced with a raft of environmental legislation, many manufacturers are rightly concerned about the significant costs to their businesses from the drive towards the circular economy.  Not least producer responsibility obligations, stringent recycling and decarbonisation targets.

However, sustainability measures are now increasingly embraced as an opportunity for product innovation. Once discarded materials are being repurposed and creating profitable revenue streams across a variety of different sectors, from plastics to wood, metal, paper, glass and aggregates.
